Manhattan District Attorney Robert M. Morgenthau announced today the arrest of a civilian employee of the New York Police Department (NYPD) on charges of stealing $2,500 from the department in cell phone usage. Police Administrative Assistant (PAA) MARCIA SIMS was arraigned late last night on felony grand larceny in connection with her use of NYPD cell phones. According to the complaint, SIMS worked as a PAA in the NYPD’s Telecommunications Unit at One Police Plaza. Her responsibilities included assigning cell phones to NYPD personnel and authorizing payment of NYPD cell phone bills. From August 1, 2003 to March 1, 2005, the defendant took and used nine cell phones assigned to and paid for by the NYPD. Calls made on the cells phones during the time period totaled approximately $2,500. The investigation revealed that SIMS stole the cells phones and then gave them to family members for their personal use. The investigation began after the NYPD’s Internal Affairs Bureau received an anonymous letter. The defendant was arrested early yesterday by members of the NYPD’s Internal Affairs Bureau. SIMS started working for the NYPD in September 1987. Assistant District Attorney Richard Buckheit, Chief of the District Attorney’s Official Corruption Unit, is in charge of the prosecution. Mr. Morgenthau thanked Lt. Maria Codd-Perez and Det. Dianne Spence of the NYPD’s Internal Affairs Bureau. Grand Larceny in the Fourth Degree is a class E felony which is punishable by up the four years in prison.
