D.A. Bragg: 30 Gang Members Indicted For Widespread Gun Violence Over Six Year Period

Indictments Allege Violence Committed by “200”, “6 Block” and “O.E.D.” Crews Responsible for Approximately Half of the Shootings in Washington Heights and Inwood in 2024.

Manhattan District Attorney Alvin L. Bragg, Jr., today announced the indictments of 18 members of the “200/8 Block,” eight members of the “6 Block” crew and four members of the “Own Every Dollar” (O.E.D.) crew for six years of retaliatory violence that included a spate of homicides and shootings in Washington Heights and Inwood. These groups are responsible for approximately 50 percent of shootings in Washington Heights and Inwood, which covers the 33rd and the 34th precinct, in 2024.

The indictments allege an escalating pattern of violence since 2018, when a 6 Block member allegedly murdered a rival 200 member. Since then, the groups are allegedly responsible for a total of 18 shootings, during which seven people were killed, including four innocent bystanders. Members of 200 also committed two gunpoint robberies, one of which was fatal.

“These groups have allegedly committed fatal and horrific gun violence in Inwood and Washington Heights over the past six years,” said District Attorney Bragg. “I want to be very clear: if you traffic illegal firearms into Manhattan, or use guns to commit violence against fellow Manhattanites, you will be held accountable. We will not accept this type of conduct, which tears at the fabric of our communities. I will continue to work in close coordination with all of our law enforcement partners to address the continued scourge of gun violence and ensure everyone in the borough can live in the safe neighborhood that they deserve.”

“These indictments demonstrate the unwavering determination of law enforcement to identify and apprehend those who are terrorizing our communities with violence and disorder,” said New York City Police Department (NYPD) Interim Commissioner Thomas G. Donlon. “The NYPD, along with our partners, will continue to dismantle the gangs and crews responsible for fueling chaos on our streets, and will hold their members fully accountable for their senseless criminal actions. I commend our NYPD investigators, particularly our courageous undercover officer, for their tireless commitment to ensuring the well-being of all New Yorkers. I also extend my gratitude to everyone at the office of the Manhattan district attorney for their steadfast dedication to our shared goal of public safety.”

The 18 defendants from the 200 crew are charged with Conspiracy in the Second Degree for coordinated violent conduct against 6 Block and other rivals; 11 are charged with Murder in the Second Degree. [1]

All eight 6 Block defendants are charged with Conspiracy in the Fourth Degree for possessing illegal firearms; one defendant is charged with Murder in the Second Degree; and five are charged with Attempted Murder in the Second Degree, including an October 2022 shooting incident during which a 19-year-old woman, who was eight months pregnant, was shot while she was seated in a parked car. One defendant is charged with illegally trafficking firearms to 6 Block members, as well as selling 17 firearms to an undercover NYPD officer. That same defendant was arrested on a bus while illegally transporting four firearms from Ohio to Manhattan. [1]

The four individuals associated with O.E.D. are charged in connection with two separate shooting incidents, including one where O.E.D. members shot indiscriminately into a crowded basketball court, striking an innocent bystander in the chest. [1]

According to court documents and statements made on the record in court, from approximately September 2018 to October 2024, 6 Block and 200 engaged in ongoing and intensifying retaliatory violent conduct. In September 2018, 6 Block member STEVEN MARINEZ, 26, allegedly murdered 200 member Jorge Rodriguez, 19.

6 Block prepared for future violence by arming themselves. JUAN LOVELADY, 26, was one of the main defendants who allegedly helped the group acquire illegal firearms. LOVELADY also sold 17 firearms to an undercover NYPD officer on multiple occasions. In one exchange, he texted the officer, “Ok I got I ima get that for u and bring another 2 regular size 9s,” meaning he was going to obtain two 9mm guns to sell.

200 members openly discussed acquiring firearms and their plans for violence against 6 Block over Instagram. In 2019, BLAKE MARTINEZ, 24, told LUIS MARTINEZ, 24, that he “just caught an opp,” or shot a rival.  

In December 2021, members of 200 made a concerted effort to takeover marijuana selling territory in the Dyckman area. On December 17, 2021, several 200 members, including DAVID COLLAZO, 20, and BLAKE MARTINEZ, robbed a marijuana van at gunpoint. One of the lookouts for the van, Dwinyer Rodriguez, 29, took out his gun in response and a shootout ensued. COLLAZO allegedly shot and killed Rodriguez and shot the individual in the van in the arm.

In August 2022, a 200 defendant allegedly fatally shot Jamari Johns, 19 on Dyckman Day, an event hosted by the NYCHA’s tenant association in the Dyckman Houses.  

In October 2022, 200 defendant JOAN MOYA, 19, sent OMMY RAMOS, 19, a photo of a rival on Instagram and wrote, “This one of them. You Hurd. I’m getting the drop on all,” meaning commit violence against their rivals. On October 24, 6 Block committed a shooting against 200 members. Two days later, 200 retaliated by committing a shooting of their own, hitting one victim.

In January 2023, 6 Block defendant BRYANT RAMIREZ, 22, drove to 3855 10th Avenue, an area he believed was associated with 200. He drove up to a victim, asked him “are you from 200?” and shot at him several times. RAMIREZ then drove to 541 Academy Street, another area where 200 members were known to gather, jumped out of the car and shot at a group of individuals several times.

In May 2023, multiple 200 defendants were involved in a drive-by-shooting in front of a deli on West 162nd Street and Broadway in 6 Block territory, which killed a 66-year-old innocent bystander.

In February 2024, SEBASTIAN ALVARADO, 20, threatened a 6 Block rival over Instagram, stating “Presbyterian does not have trauma unit big dawg….So be careful standing onnat block. Feel me. You might not make it to the next hospital.”

The violence continued into the summer and fall of 2024. In June, 200 member ROBERTO FIGUEREO, 16, approached an intended target at West 206th Street and Tenth Avenue and allegedly opened fire, killing 46- and 44-year-old innocent bystanders, and hitting a third bystander in the leg.

In October 2024, three 200 defendants were involved in a fatal drive-by shooting at West 160th Street and Amsterdam Avenue, during which they shot at 6 Block members, but struck and allegedly killed a 46-year-old innocent bystander.

Christopher Prevost (Chief of the Violent Criminal Enterprises Unit) and Executive Assistant D.A. Lisa DelPizzo (Chief of the Trial Division). Investigative Analysts Henry Newton, Jesse Hixon, Jennifer Giambruno, Felix Poley and Rohaan Vaswani, Supervising Investigator Kevin Yorke, District Attorney Senior Investigators Patrick Bubb, Michael Minero and Richard Ramos provided valuable assistance. Several Assistant D.A.s handled parts of the case at earlier stages and provided valuable assistance to the investigation, including Assistant D.A.s Justin McNabney, Daniel Makofsky, Tricia Phillips, Victoria Meyer, and Megan Joy.

D.A. Bragg thanked the NYPD, particularly Police Officer Gerard Garced from the Manhattan North Violent Crime Squad and the Manhattan North Homicide Squad and Shooting Enhancement Team.
