D.A. Bragg Announces Indictment In Alleged Serial Subway Sex Abuse

Manhattan District Attorney Alvin Bragg, Jr., today announced the indictment of CECIL MCKENZIE for groping two women on a subway train while banned from the MTA. MCKENZIE is charged in a New York State Supreme Court indictment with Burglary in the Third Degree and two counts of Persistent Sexual Abuse. [1]

“Our subways should be safe places for everyone to travel and commute,” said District Attorney Bragg. “Instead, we allege, this individual has sexually abused two women while banned for the subway for similar conduct. According to court documents and statements made on the record in court, on January 17, 2025, MCKENZIE boarded an uptown 4-train at the Brooklyn Bridge-City Hall subway station. At approximately 9:43 a.m., before the train reached the 14th Street-Union Square station, he rubbed himself against one woman and grabbed the buttocks of a second woman. Plainclothes police officers arrested him when the train reached the stop.

At the time of the alleged assaults, MCKENZIE was banned from the subway based on prior conduct. As is also alleged, he was previously convicted of Persistent Sexual Abuse in 2013 and 2017. These alleged prior convictions form the basis for his current charges of Persistent Sexual Abuse.

Assistant D.A. Cory Robinson is handling the prosecution of the case under the supervision of Assistant D.A.s Vanessa Puzio and Bethany Spiro (Deputy Chiefs of the Intimate Partner and Sexual Violence Bureau) and Maxine Rosenthal (Senior Counsel to the Special Victims Division), and Executive Assistant D.A. Justin McNabney (Chief of the Special Victims Division). Paralegal Rachel Miller and Survivor Services Bureau Counselor Kara Wissing are providing valuable assistance.

District Attorney Bragg thanked the NYPD, in particular Transit District 4 Officers Farhan Chowdhury and Krystelle Smiley, and Sergeant Juan Hernandez.
