D.A. Bragg Announces Indictment In Riverside Park Sex Assault, Robbery

Manhattan District Attorney Alvin L. Bragg, Jr., today announced the indictment of TATCHIEM NOUBISSI LUC, 32, for sexually assaulting and robbing a woman as she walked through Riverside Park near West 60th Street on July 20, 2023. NOUBISSI LUC is charged in a New York State Supreme Court indictment with Attempted Rape in the First Degree, Robbery in the Second Degree, Sexual Abuse in the First Degree, and Assault in the Second Degree.[1]

“Particularly in the warm summer months, New Yorkers need to know they can safely use our city’s many beautiful waterfront parks,” said District Attorney Bragg. “This individual allegedly attacked and sexually assaulted a woman in Riverside Park, and then attempted to prevent her from calling 911 by stealing her cellphone. Despite that, this brave survivor was able to call with help from a passerby, and I thank the NYPD for its quick response.”

According to court documents and statements made on the record in court, in the early morning hours of July 20, 2023, NOUBISSI LUC approached a 32-year-old woman in Riverside Park near West 60th Street, blocked her path and insisted she talk to him. When she refused, he attacked her, groping her and attempting to remove her dress, breaking its strap. He pulled her hair and took her phone when she attempted to call 911. She screamed and fought back, and they struggled on the ground. NOUBISSI LUC eventually fled, and the survivor was able to ask a passerby to call 911. He was arrested that same afternoon by members of the NYPD’s Manhattan Special Victims Squad.

Assistant D.A.s Austin Minogue and Thomas Kendris are handling this case under the supervision of Assistant D.A.s Vanessa Puzio, Katelyn Flatley, and Sara Weiss (Deputy Chiefs of the Intimate Partner and Sexual Violence Bureau), and Nicole Blumberg (Chief of the Intimate Partner and Sexual Violence Bureau), and Executive Assistant D.A. Justin McNabney (Chief of the Special Victims Division). Trial Preparation Assistant Aidan Seiden is assisting with the case.

District Attorney Bragg thanked the NYPD’s Manhattan Special Victim Squad including Detectives Chastity Jaime, Sean Conway, and Jamesalbert Santa as well as Sgt Anita Moore and Lieutenant Victor Paribello. He also thanked the NYPD’s Special Victims Division Major Case Squad, including Detectives Christopher Stack, Shaun Bertin, Sharlene Valentin, Joseph Rawdon, Brian Discoll, James Berrenger, and Matthew Monahan, and Sergeant Deena Felix. Finally, he thanked the NYPD’s Gun Violence Suppression Division including Detectives Leeani Capote, Gerard Staples, Idalia Castillo, and Andrew Carrasquillo.
