D.A. Bragg Announces Indictment Of Shelter Security Guard For Sexually Abusing Two Children

Manhattan District Attorney Alvin L. Bragg, Jr. today announced the indictment of OSCAR DELGADO, 38, for sexually abusing two children who were living in the Upper West Side shelter where he worked in November 2024. DELGADO is charged in a New York State Supreme Court indictment with two counts of Sexual Abuse in the First Degree, two counts of Endangering the Welfare of a Child, and one count of Forcible Touching. “Oscar Delgado allegedly sexually assaulted two sisters, abusing his power as a security guard whose duty was to protect the very children we allege he abused,” said District Attorney Bragg. “This charged conduct is deeply disturbing, and I hope the survivors continue to heal from these assaults. According to court documents and statements made on the record, DELGADO was a security guard at a migrant shelter on West 88th Street and Riverside Drive for approximately two months. On the evening of November 25, 2024, an 8-year-old girl was in the stairwell of the shelter with her 4-year-old brother. DELGADO entered the stairwell, approached the 8-year-old, and sexually abused her over her clothing. 

Later that evening, her 10-year-old sister was in the same stairwell playing on her phone. DELGADO entered the stairwell and spoke to her. He continued to approach the child, placing his hand under her clothes, and forcibly touched and squeezed her buttocks. 

The sisters told each other what had happened and told their mother later that day. The mother informed the shelter’s head of security who called 911. 

DELGADO was apprehended inside of the shelter while in his security uniform. 

Assistant D.A. Monique Zabihzadeh (Child Abuse Bureau) is handling this prosecution under the supervision of Assistant D.A. Heather Buchanan (Chief of the Child Abuse Bureau) and Executive Assistant D.A. Justin McNabney (Chief of the Special Victims Division). 

D.A. Bragg thanked the NYPD, particularly Detective Heidi Morillo-Torres of the Manhattan Child Abuse Squad and Officer Brendan Tarsnane of the 24th Precinct.
