D.A. Bragg Announces Indictment of Three Health and Hospital Officers In Assault Incident

Manhattan District Attorney Alvin L. Bragg, Jr., today announced the indictment of RAYMOND GREEN, 55, PATRICK JAMES, 54, and SHAHED KHAN, 38 age, for their roles in the January 2022 assault of a 33-year-old male Bellevue Hospital visitor in 2022. All three defendants were employed as members of the New York City Health and Hospital police force at the time of the incident.

The defendants were all charged in a New York State Supreme Court indictment with one count of Official Misconduct; GREEN was charged with one count of Assault in the Second Degree; JAMES was charged with two counts of Falsifying Business Records in the First Degree. [1]

“A man who went into Bellevue Hospital was allegedly assaulted and left on the street. Furthermore, some of the defendants allegedly attempted to deny and conceal the use of force to evade accountability,” said District Attorney Bragg. “All New Yorkers must be treated with dignity and respect regardless of their needs, especially by the people who are supposed to protect and keep them safe.”

According to court documents and statements made on the record, on January 8, 2022, at approximately 9:50 p.m., JAMES and KHAN were assigned to escort the victim out of Bellevue after he had been cleared by hospital medical staff. The victim, who appeared to be inebriated, eventually fell against a pillar outside on hospital property.

JAMES and KHAN attempted to rouse the victim, who swung his legs and kicked the officers before lying back down on the ground. JAMES then began to drag the victim on the ground off hospital property. As the victim was being dragged, GREEN stepped on his ankle. The victim kicked GREEN, who responded by stomping on the victim with his boots and knocking him flat to the ground while JAMES held him. GREEN then kicked the victim again, picked him up and slammed him into the sidewalk twice before dragging him further.

Despite being confronted by witnesses, all three officers left the victim on the sidewalk, where he was apparently unconscious. He remained on the ground for 15 minutes until he attempted to return to the hospital. He was blocked at the entrance by the defendants, and eventually collapsed back on the ground.

When a supervisor arrived, JAMES specifically denied any assault occurred, and subsequent paperwork filed by JAMES failed to mention any use of force.

The case is being prosecuted by Assistant D.A.’s Karl Mulloney-Radke and Kristen Bitetto, under the Supervision of Assistant D.A. Nick Viorst (Chief of the Police Accountability Unit).
