D.A. Bragg Announces Indictment Of Phony Investor For Stealing Over $300,000 From At Least Five Individuals

Manhattan District Attorney Alvin L. Bragg Jr. today announced the indictment of WILLIAM JULIAN a/k/a BILL JULIAN, 51, for allegedly posing as an investor and stealing more than $300,000 from five individuals between July 2020 and December 2023. JULIAN is charged in a New York State Supreme Court indictment with two counts of Grand Larceny in the Second Degree, three counts of Grand Larceny in the Third Degree and one count of Scheme to Defraud in the First Degree. “As alleged, William Julian posed as a wealthy investor who could help fund business ventures, when in reality, he stole more than $300,000 and spent it on personal expenses,” said District Attorney Bragg. “This is an ongoing investigation, and we believe there may be additional victims: please call our Financial Frauds Bureau at 212-335-8900.” 

According to court documents and statements made on the record, in July 2020, JULIAN entered into business relationships with at least five different individuals who believed that he was a well-connected financier who could provide funding for their business ventures. 

JULIAN operated under the names of several allegedly fraudulent investment companies: Cardona Group, Paradigm International Group Inc., and IFACH LLC. 

JULIAN requested up-front payments from the victims as deposits for “legal” and “due diligence” fees. After they completed these payments, JULIAN repeatedly made excuses to delay funding and the provision of services. 

Meanwhile, JULIAN allegedly spent the entirety of each deposit within weeks or even days. He moved some of the funds into international bank accounts and spent the remainder on personal expenses such as flights, credit card payments, rent, and purchases at various dining and retail establishments. JULIAN allegedly did not fund the business ventures as promised, nor did he return the various deposits.

Noreen Stackhouse (Financial Frauds Bureau) is handling the prosecution of this case under the supervision of Assistant D.A.s Kelly Thomas (Deputy Chief of the Financial Frauds Bureau) and Kofi Sansculotte (Chief of the Financial Frauds Bureau) and Executive Assistant D.A. Jodie Kane (Chief of the Investigation Division).
