D.A. Bragg Announces Prison Sentence Of Carl Phanor For Violent Sexual Assaults Of Three Women

Manhattan District Attorney Alvin Bragg today announced the prison sentence of CARL PHANOR, 29, to 25 years-to-life in state prison for violently sexually assaulting three women along the Manhattan waterfront on three separate occasions between March and November 2022. On April 29, 2024, PHANOR pleaded guilty in a New York State Supreme Court to three counts of Predatory Sexual Assault and two counts each of Criminal Sexual Act in the First Degree, Robbery in the Second Degree and Strangulation in the Second Degree. He additionally pleaded guilty to one count each of Attempted Murder in the Second Degree, Rape in the First Degree, Robbery in the First Degree and Attempted Rape in the First Degree.  

“Carl Phanor has been held accountable for a pattern of vile sexual assaults,” said District Attorney Bragg. “Phanor’s violent attacks did much more than cause physical harm, as many of the survivors continue to suffer deep emotional and psychological scars, and I stand with them as they continue to heal and address their trauma. My Office will continue to put the well-being of our survivors front and center, both through holding people accountable in court and connecting survivors with the appropriate resources through our Survivor Services Bureau.”  

As admitted in the defendant’s guilty plea, and according to court documents and statements made on the record in court, PHANOR violently sexually assaulted three women over the span of eight months as they walked or jogged along the Manhattan waterfront in the early morning hours.  

On March 27, 2022, at approximately 6 a.m., PHANOR attacked a 39-year-old woman as she jogged along the Hudson River Greenway, near Pier 46 in Greenwich Village. On a bike, PHANOR approached the woman, tackled her, and choked her before sexually assaulting her. He also took the woman’s cell phone during the sexual assault.  

On October 6, 2022, at approximately 5 a.m., PHANOR attacked a 48-year-old woman as she walked near East 37th Street and FDR Drive in Midtown. PHANOR approached the woman from behind, placed her in a chokehold, and ripped her jeans open before fleeing with her credit card and cell phone.   

On November 3, 2022, at approximately 5:45 a.m., PHANOR attacked a 43-year-old woman as she jogged along the Hudson River Greenway, near Pier 45 in Greenwich Village. PHANOR grabbed the woman from behind, threw her to the ground, choked her and raped her before fleeing with her cell phone, credit card, and other belongings. The woman suffered significant injuries, including a cervical spinal fracture in her neck, several rib fractures, a sternal fracture, and a punctured lung. PHANOR was arrested later that morning at the Port Authority Bus Terminal, attempting to purchase a bus ticket with the woman’s credit card.

Michael Kelley (Trial Bureau 70), Investigative Analyst Anya Tullman (Special Victims Division), Investigative Analyst Audrey Blumenstock (Trial Bureau 70) and former Trial Preparation Assistants Abigail Simon and Tyler Friedman provided invaluable assistance with the case. 

District Attorney Bragg thanked the NYPD’s Manhattan Special Victims Squad, in particular Detectives Christopher Stack, Andre Arias, and James Santana.
